CBP is authorized to assess a civil penalty of up to $5,000 per violation for each failure to timely file, late filing, or inaccurate ISF filing. A single ocean shipment can generate multiple violations — one per incorrect or missing data element. CBP can also issue a "do not load" message preventing your cargo from being loaded at the foreign port, and can hold cargo at the U.S. port of entry pending a compliant filing.

24-Hour Deadline — No Exceptions
ISF must be filed at least 24 hours before cargo is loaded onto the vessel at the foreign port. Late filing — even by one hour — is a violation. Most penalties are triggered because forwarders use placeholder data and forget to update it.

Ocean Only — But That Covers Most Imports
ISF is required for all ocean cargo entering the U.S. — FCL, LCL, and even shipments in transit. Air freight, truck, and rail entries are exempt. If you import by ocean from any country, ISF applies to every single shipment.
