Amazon FBA Customs FAQ

For formal entries (shipments valued over $2,500), you are legally allowed to act as your own importer of record without a licensed customs broker. However, for most FBA sellers importing from China, working with a licensed customs broker is strongly recommended โ€” especially given the complexity of Section 301 tariffs, the volume of HTS codes involved, and the consequences of errors. Many freight forwarders offer customs brokerage services as part of their full-service offering.
Yes โ€” this is called a direct-to-FBA shipment. Your supplier ships directly to the Amazon fulfillment center address. However, you are still the importer of record and responsible for customs entry. The Amazon warehouse address appears as the delivery address, but your information appears on the customs entry. Many FBA sellers use a freight forwarder to handle the customs entry and delivery coordination.
Section 321 allows shipments valued at $800 or less to enter the U.S. duty-free. Some FBA sellers have tried to use this by having suppliers ship individual units directly to customers. However, Amazon FBA requires inventory to be shipped to fulfillment centers in bulk, not individual customer shipments โ€” so Section 321 generally doesn't apply to standard FBA inventory replenishment. Additionally, proposed regulatory changes have significantly restricted de minimis eligibility for goods of Chinese origin.
